Softwire has partnered with the Employer’s Liability Tracing Office (ELTO) to modernise the technology behind its vital insurance tracing services. This collaboration builds on our long-standing commitment to the insurance sector and our deep experience in supporting insurers as they modernise core systems and improve data quality.
Founded in 1969, ELTO is a non-profit organisation that helps people affected by work-related illness or injury find the insurance details they need to make a claim. Managing more than 40 million policy records, it plays a vital role in connecting claimants, insurers and employers across the UK’s insurance ecosystem.
Together, we are delivering a cloud-native solution that is scalable, resilient and designed for long-term sustainability.
The new platform will provide a simpler, more intuitive and accessible experience for all users, from claimants and insurers to the general public. It will also improve data quality and reduce the effort required to maintain compliance with FCA standards.
ELTO joins a host of leading insurance and financial services institutions—such as RSA, Green Flag, Tokio Marine HCC, Zurich UK and Direct Line —who work with Softwire to modernise critical infrastructure, turn data into insight, and deliver secure, compliant digital services that customers can trust.
“Following months of careful research, I am delighted that we have selected Softwire as our digital partner for replatforming the ELD. Motor Insurers’ Bureau (MIB), who manage the service and platform on behalf of ELTO, are working closely with Softwire to deliver the new solution. Their dedicated team is already in the discovery phase, drawing on subject matter experts from the ELD NextGen programme and feedback from across our user groups to shape requirements. After go-live, MIB will continue to manage the service, with Softwire providing ongoing platform support, ensuring welcome continuity and stability for our Members.”
– Steve Browne, ELTO Chair
“We’re delighted to be partnering with Softwire to deliver the replatforming of the Employers’ Liability Database (ELD). Their deep digital expertise will enable us to fully modernise the ELD; streamlining data uploads, strengthening validation, and improving reporting transparency. These enhancements will make day-to-day interactions simpler and more efficient for our Members, while also improving the accuracy and speed of EL policy searches for the public. This upgrade will provide a more robust, reliable service for everyone who depends on the ELD. Softwire is exactly the right partner to help us achieve this transformation.” – Kim Lawton, ELTO Product Manager
“We’re excited to partner with ELTO to make it easier for ELTO’s users to quickly find employers’ liability insurance information while helping members meet their regulatory obligations. Building on the strong cultural alignment we felt throughout procurement—and combining our insurance‑sector expertise with highly usable data platforms—we’ve assembled an excellent team ready to deliver significantly improved value for ELTO members and their users” – Sean Judge, Client Director FS&I, Softwire
